About Penelokan

Penelokan is a nature tourism park (Taman Wisata Alam) of about 5.7 square kilometres on the rim of the Batur caldera in the Bangli regency of northeastern Bali, Indonesia, about 20 kilometres from the town of Bangli. Established in 1978 and managed by Balai KSDA Bali under the Ministry of Environment and Forestry, the park takes its name from the Balinese word meaning "place to look," reflecting its role as a celebrated viewpoint over Mount Batur and Lake Batur. [1] As a compact Taman Wisata Alam, it protects a section of caldera-rim landscape while serving as one of Bali's most famous scenic overlooks. Sitting within the wider Batur UNESCO Global Geopark (designated 2015), Penelokan offers sweeping panoramas of the active volcano and its lake, making it a key tourism gateway to the Kintamani highlands. [2]

Wildlife Ecosystems

The park's wildlife is that of Bali's cooler highland and caldera-rim environment, with fauna using the scrub, forest patches, and gardens along the rim. Species may include macaques, squirrels, civets, and a variety of birds such as swiftlets, raptors riding the caldera's air currents, and highland passerines. Reptiles and insects occur in the rocky and vegetated areas. Although small, the park forms part of the broader caldera ecosystem, and its rim setting provides habitat and vantage points overlooking the volcanic landscape where wildlife moves between the rim, slopes, and lakeshore below.

Flora Ecosystems

Vegetation around the Penelokan rim consists of highland scrub, forest patches, and cultivated and ornamental plants associated with the viewpoint and surrounding settlement. The cooler, breezy caldera-rim climate supports trees, shrubs, ferns, and flowering plants suited to the elevation — the park sits at approximately 1,200–1,500 metres above sea level — with more open vegetation on exposed sections and denser growth in sheltered areas. [1] While much of the immediate surroundings have been shaped by tourism and agriculture, remaining natural vegetation helps stabilise the steep rim slopes and frames the views into the caldera. The plant cover contributes to soil stability on the dramatic edge overlooking the volcano.

Geology

Penelokan sits on the rim of the great Batur caldera, providing a direct vantage over one of Bali's most important geological features, a double caldera formed by two major prehistoric volcanic eruptions (approximately 29,300 and 20,150 years ago). [1] From the rim, visitors look down on the active cone of Mount Batur, dark lava fields from historical eruptions, and Lake Batur, Bali's largest lake, on the caldera floor. [2] The rim itself is built of layered volcanic deposits, and its sheer drop into the caldera dramatically reveals the scale of past volcanic collapse. This setting within the Batur UNESCO Global Geopark makes Penelokan an ideal place to appreciate the area's volcanic geology. [3]

Climate And Weather

On the elevated caldera rim, Penelokan has a cool, often breezy climate distinctly fresher than lowland Bali, with comfortable days and chilly mornings and evenings. The area follows Bali's wet and dry seasonal cycle, with the dry season giving the clearest, most expansive views of the volcano and lake. Cloud and mist can sweep across the rim, sometimes obscuring the caldera, while clear weather reveals dramatic panoramas. The cool highland conditions make Penelokan a popular escape from the coastal heat and influence the highland vegetation along the rim.

Human History

Penelokan and the Kintamani highlands have long been part of the culturally significant Batur landscape, where Lake Batur is revered as sacred and central to Bali's subak irrigation system and Hindu worship. [1] The rim viewpoint has historically been a place to contemplate the volcano and lake, and the surrounding villages maintain agricultural traditions on fertile volcanic soils, growing vegetables, citrus, and coffee. With the growth of tourism, Penelokan became a renowned stop on the Kintamani circuit, drawing visitors and supporting restaurants and services that have shaped the modern character of the rim community while remaining rooted in the area's volcanic and spiritual heritage.

Park History

Penelokan was designated a nature tourism park in 1978 (SK Mentan No. 655/Kpts/Um/10/1978), formalising the protection and management of the caldera rim and its celebrated viewpoint. [1] Administered by Balai KSDA Bali, the small park preserves a key scenic viewpoint while allowing for tourism. Its establishment reflects the recognition of the rim's exceptional value as a window onto the active volcano and lake, a role later reinforced by the inclusion of the wider area in the Batur UNESCO Global Geopark (2015). [2]

Major Trails And Attractions

Penelokan's defining attraction is its panoramic viewpoint over Mount Batur, the surrounding lava fields, and Lake Batur — Bali's largest lake — regarded as one of the finest volcano vistas in Bali. [1] Visitors come to admire the scenery, photograph the caldera, and dine at restaurants perched on the rim with sweeping views. The park serves as a gateway to the wider Kintamani highlands, with onward access to the volcano's trailheads, lakeside hot springs, and traditional villages. Its accessibility and dramatic outlook make it a centrepiece of the Batur tourism experience rather than a hiking destination in itself.

Visitor Facilities And Travel

Penelokan is highly accessible and well established for tourism, lying on the main Kintamani route about 20 kilometres from Bangli and within a few hours' drive of Bali's southern resorts and international airport. The rim is lined with viewpoints, restaurants, and tourist services, and the area is a standard stop on highland tours of Bali. As a Taman Wisata Alam within a geopark, the site accommodates large numbers of visitors; travellers should be prepared for cool, sometimes misty weather, manage their belongings around opportunistic monkeys and vendors, and respect the cultural significance of the surrounding Batur landscape.

Conservation And Sustainability

Conservation at Penelokan focuses on protecting the caldera-rim landscape and views amid intense tourism pressure, managing development, waste, and crowding while preserving the natural and scenic values that draw visitors. Balai KSDA Bali and geopark authorities work to keep the rim's vegetation and viewpoints intact and to integrate the small park into the sustainable management of the wider Batur caldera. [1] Protecting the broader watershed and the sacred Lake Batur below remains a shared priority. Sustainable stewardship relies on regulating rim development, engaging local communities, and ensuring that tourism enhances rather than degrades this iconic volcanic viewpoint.
